J. MARTIN ROCHESTER is the Curators’ Distinguished Teaching Professor of Political Science at the University of Missouri, St. Louis. He is the author of five books on international politics, and has written widely on the subject of education in periodicals such as Phi Delta Kappan and Education Week.
